Yes, when cut back in late fall/early winter after all the blooms are spent and the green has returned to the roots. Then cut all stems back to an inch of ground level and cover with mulch like fallen leaves in a deep cover. Simply rake the leaves away in mid spring and you'll see the mums have spread a bit each year you follow this method. Make sure the mums have been getting watered well in your area first6 and keep them moist thru winter.

mine are hardy so they do. But, not all mums are hardy.

It depends on what part of the country you live in. If you get nice chilly or freezing weather the chances are good that they will. If you live in the south, not only do they not come back year after year, you can barely keep them alive for a couple of weeks to begin with.
