Your only solution is to purchase plant that will grow in water.
Not knowing what your growing conditions are, besides the water coming off the roof! I would suggest seasonal annuals that you like. In my zone geraniums are perennial and there are so many different kinds to choose from, ivy, scented, zonal, etc and they are forgiving in their care(or lack thereof) and so easy to propagate. I Leo have herbs and lavenders growing in pots. Hope this is helpful
