Start by using paint stripper, next wash the wood with Murphy's oil soap, wipe away any residue. You might have to lightly sand the cabinets. If your going to paint, take off hardware, then the doors. Paint on a flat surface, so you don't get streaks. Spray the hardware, or purchase new. New hardware is pricy, but it makes a big difference. Paint with high-gloss, so you can clean with a wet soapy rag. Good Luck!

Use Citristrip a safe non-toxic remover

If it is indeed a stain you probably won't get it off. It soaks into the wood pores, especially if it is a coarse grain wood like oak. Paint is a good choice for a new finish.
