Not sure what you have tried so I'm going to list some of my go to's for this situation.
A a flat paring knife or razor knive. Rubbing alcohol, nail polish remover, Goof Off or Citristrip paint remover.

I've tried the Goof off and the Citristrip paint remover, and another type of remover that I can't think of right now...... and a putty knife with no luck, it's a hard substance rather than a sticky substance and the spots are approx size of a quarter and they are raised.
Single edged razor blade. Lay flat, work back and forth getting under the globs. Any residue can then be removed with a putty knife.
