The first thing to do is take the hardware that has been painted off and soak it till the paint comes off. Usually about a day. If you can, set up some sawhorses or old chairs back to back so you can paint the doors easily, you will find that rollers work the best.
When the hardware is clean and the paint off, you can easily bring them back to how you want them.

Citristrip a non toxic paint remover

Citric gel remover? It's at The Home Depot. Then paint with chalk paint and wax or get a special cabinet paint from Hobby Lobby.
Citristrip is a great non-toxic paint remover!
