If you don't want to till, you will have to break up the soil in the spring by hand to put in amendments for the soil. If you don't do that, you will have to do it by hand with each plant you put in by digging a generous hole for each plant and put in the amendments mixed with the removed soil. Plants need loosened soil for the roots to be able to spread and grow when they are small plants or germinating seeds. I have done this in the past when I did not have a tiller. It was a lot more physical labor, but it will work if you are willing to put in the sweat equity and time. I didn't mind because I love playing in the dirt, or I wouldn't plant a thing!
