I assume you mean from a balcony? My mother['s place has bird netting installed over the balconies for just this reason. The netting is so fine you can't really see it from the street. They are stubborn, stupid birds and nothing but a 100% birdproof solution will keep them away. Maybe your HOA can do this for all those who want it..

I found this wonderful site on DIY pigeon deterrents. Many use fake owls, that actually turn their bodies with solar power. Others swear by the spikes you can buy or make. Some love old cd's that scare them away. I hope you find one that works.
