October / November, before the ground freezes.
I always plant once the weather cools off, right about now.
Depending on where you live. you just need to make sure the bulb has a chance to settle in and start roots before the ground freezes. Around here they say September to November, but I try for October, well before the first frost.

In the fall to give the bulb a chance to settle in its new home.
