Before you do anything, regrade that yard and install drains along the entire length of the house so you do not get flooded during any rain. I take it this is a new build? Too bad you did not put this in your purchase agreement, now it is on your dime instead of theirs . . . You live and learn. Once that is done look into Xeriscaping as that will give you something pretty to look at for relatively little money, then as years go by you can upgrade in sections. Anything to keep all that dust from getting into your new home. Change or wash your hvac filter once a month without fail. Have fun!
It looks like just sand. If it is rake the sand towards the house and leave it lower at the back of the yard
My yard looks like yours ( I cant even grow good weeds) So as to landscaping I won't pretend to have a clue. However one thing to keep in the forefront of your planning is, Always make sure the soil never gets above the foundation of the house (especially slab construction). Secondly Always make sure any water runoff is directed toward the sides of the yard and then drains toward the street-Not the foundation. If you want to plant next to the foundation leave a minimum 5-6" air gap between the plantings and the foundation. Good luck on your question. The area appears to be all sand,Prior to planning a garden that needs a lot of amendments, garden soil,lime,gypsum and peat moss.Once that is finished,id still uneven a retainer wall will have to be put in to keep the soil in tact.

for sure take care as Estasban suggested, water run off toward the house is never good. Depending where you are, looks like cactus would do great, succulents, and maybe water pond
