lightly sand it,wipe clean and paint.
I would clean with soap and water, light sanding so the paint sticks, remove any peeling paint. If it's very rough shape u may need to use a primer first!
The trouble with any glossy paint is it is hard to get any paint to stick to it. Clean the surface, let it dry, then sand it. If it is really shiny, I might strip it before putting anything on it.
I have found chalk paint is good for just about any surface. Just wash well with soap and water and finish with wax after paint has thoroughly dried.
