Take a little time and read the articles to see what you can glean from the experience of others. I wish you the best of luck in getting this beautiful rock acceptable.
One more thought. I don't know if this would work in your space, but what if you painted flowers, bees, dragon flies and other garden images on the rock to cover the paint that is there. Maybe put a beautiful sunrise in the background and I'll bet your rock would be the talk of the neighborhood.

Maybe use a power washer?
try using a stiff brush, or even a wire brush and some water or paint remover. Scrub the surface to loosen and remove the paint.
I'd cover the rock and leave a small space open, spray with a color you like. Do the same with each opening, with different color paint. Make it several colors, and some splash over with a paint brush. Dip in paint and fling your arm to cause a spatters. Good Luck
