Dig a ditch that lead to a spill way or to the street and fill it in with sand or rock depending on how swift the water is and how much there is of it. You should try to reroute it if it is coming toward your foundation.

Swales!! I used that on my hillside acreage to move water away from my house. Works wonders and is not expensive to do.
