Raise the bar to the highest level that you can reach up to hang hangars.
If you have lots of clothes to hang up, then mount a second bar at a height that fits your clothes; for example, shirts on high bar, skirts on lower bar.
If you have lots of items that you prefer to fold rather than hang, instead of this lower bar, purchase a ready made shelf (comes pre-painted, with a smooth finished edge that will not snag clothes) in a width wall to wall in the closet.
If mounted high enough, then you may also have room below the shelf to store shoe boxes, tote bags, etc.
