First step for me is always a good cleaning. Otherwise you are scraping of dirt before you ever get to the finish. Take them outside if you can. Have a bucket of warm soapy water, a scrub brush and sponge. Wash them really well, one at a time. Rinse with either a bucket of clean water or the hose. Let them dry. It is amazing how much better the stripper will work once you have a cleaner surface.
Remove the current finish, I use Citristrip.
I agree with scrubbing and would use Murphy's oil soap.
