Find a horse or cow person who will let you have their left-over hay. Spread it on the field and then plow it under. By spring you should have a much better garden. Do this for 3 or 4 years to really make your soil fluffy.
Add lots of organic materials....grass clippings, compost, chopped leaves, coffee grounds, eggshells, etc. Work these materials into the clay soil, and continue to till it and mix it until the clay soil begins to loosen up and improve.
Loam or leaf mulch (nutrient-rich & aerating) is a good start. Check with your local government for free leaf mulch--many municipalities grind leaves collected in the Fall & give away. A rototiller or garden tractor with tines will make the job less back-breaking than digging with a shovel by hand.

Topsoil, compost, peatmoss, dried leaves, incorporated into the clay. Careful with grass clippings if the grass was treated in any way.
