Is it always necessary to dig up a driveway before re-asphalting?

Can new asphalt be layed ontop of old driveway?

depends on the state of the old one, whether it needs just a good tarring, or whether it's broken.

some places now remove the old stuff, for recycling.

If the existing driveway is asphalt there is no need to dig up unless you're trying to match elevation as in where the driveway meets a concrete garage floor. Then a strip of asphalt needs to be removed along the driveway where it meets the garage floor, to allow room to apply a new layer.

THANK YOU, Gary!!! I am going to share response with a neighbor who was told the entire asphalt driveway should have been dug up before re-asphalting.
