Put them on the soak cycle. Place a box or two of baking soda in the water and let them sit over night. If you are able, hang them out on a clothes line in the bright sun to dry.
Clean out your linen closet and sprinkle with Baking soda. Even set a box in there. (Additionally, you can make a pot-pourri bowl and set that in there for a splash of lovely scent. OR you can take cotton balls and put an essential oil on them and lay them in there...)
Then wash your towels in an oxyclean laundry detergent, and dry them with a fresh scent. Replace them in your fresh linen closet. You should be set.
***Another problem may be that your washing machine needs to be cleaned out. There are products like Afresh, that you can run your machine through monthly to keep IT smelling nice.
I was having the same problem in my bath especially with the towels that hung. I found "damp Rid" at the family dollar store. This $2.00 solution is a compact disposable dehumidifier that has solved my musty odor problem. I use them in all my closets . The "damp rid" product also protects leather from molding during storage (never put leather in plastic). Each one has lasted me over 60 days. Use ammonia in the laundry also. Ammonia disinfects without fading colors.
Where are you storing them thats damp? or is your washer in need of a good cleaning with bleach and water cycle, or vinegar and water cycle. I would rewash them with either bleach if there white, or 20 Mule Team Laundry Borax 1/2 c per load.
Try re-washing them and use vinegar in the wash. Then, take a clean cloth and dampen it with vinegar and throw all into the dryer. That should help. Also, in the future, make sure your towels are completely dry before you fold and put away.

Wash with vinegar! Also add vinegar to the rinse cup instead of fabric softener.
I wash them in hot water with vinegar for the rinse cycle. Then I dry them on high in my dryer.

When you fold them put dryer sheets between them. You can purchase damp rid & hang a bag in your closet
Hanging them is the sun and wind for a long afternoon should take that smell out. Color safe bleach should also work.
