Is it possible to seal a cement garage floor WITHOUT using chemicals ?

My parrots and I share a cottage that was a garage. After recent construction next door, the earth beneath the cottage was shifted. Now, whenever it rain, water comes up through the cement floor. Most sealers were not intended to be used in daily living space. And all are toxic. Covering the floor with laminate/linoleum etc will not stop the moisture. It may stop the actual wetness; but there will still be a layer of mold underneath it, for us to breathe.

Since the construction caused the damage, I would get advice of a lawyer. I would first have a building inspector/or foundation guy inspect what the shift is and to search for the new source of water, probably runoff but could have also disturbed sewer line.
Then go after who built and owns the new construction next door.
Then I would have the foundation guy raise your house above the water line or have a french drain put where the water is coming from.
I agree with Sharon in that a chemical sealer really won't do what you need. Getting the water away from your floor is the only lasting solution.
Call Homedepot or Lowe's, and ask in the paint department what they have that is non-toxic. You also need to raise the floor quite a bit, so you don't get the water in your living space. Mold and mildew is hard to get rid of. You need something that is waterproof underneath the floor, then paint with a sealer.
