Have you got a photo, kinda hard to visualize a rail on the door and the drop to the ground. Can you just put in a doggie door?

How high is the step and how small is the dog that you need a ramp?

I have a sheltie, step is 4 inches, but her legs are no longer working, no pain, just weak.

I think that trying to get over the threshold and hook into the door track may be a little too difficult. If you had a 6' or 8' long 1' wide piece of plywood attached to a block of wood that fits in the door track, you would still have a big step down on the inside.

If you make a long wooden triangle, as wide as you'd like, with the high side just matching up with the top of the outside of the door sill you may pull this off. Only problem I see is if the ramp slides back away from the house leaving a gap. Since you don't want to attach it to anything, the heavier the better and weights on the horizontal part of the triangle should keep it somewhat stable.
