You need to remove weeds and unwanted plants and make sure you've got some decent soil to grow the grass in. Rake it to even it out and remove stones and twigs and then either sod it or use grass seed. Then watering it is essential. Bags of grass seed have watering suggestions. Follow them. Sod gets watered every other or every third day until it gets established.

If you have lots of pine and spruce trees in your yard, you will probably not get a good lawn beneath the trees. These trees need the acid produced by the needle drop to keep the soil acidic enough for the trees to be healthy. Let the bed of needles be your ground cover directly under these trees. You can "sweeten" the soil (make it less acid) outside the treeline by applying garden lime to the top of the soil and let the rain water it in or water with a sprinkler.

Also if sowing seed, be sure to cover with straw to keep moisture in and birds out until it gets established.
