Do you mean the concrete edging stones?
If so, then you will need to first dig down at least the height of the stones, and put down a layer of crush first. If you try to skip this step, and just lay the stones, the earth alone will not be sufficient to support the weight of the edging.
Before long, the edging row will begin to loose its shape, the stones will be falling over and it will be a losing battle to try to keep the line straight and in place.
When you go to place the stones on top of and down into the crush, it will take a little patience and fiddling to ensure that they are level with each other, but the end result will be worth it, both is sharp looks, and in low maintenance.
