You have a lot of choices for the base of the wreath. It could be foam, straw or grapevone to name just a few. Check Amazon or your local hardware store. Gather your pine cones. Remember to get a variety. Some open, some closed and some in between. Using a hot glue gun and starting in the middle of your wreath, start attaching your pine cones as closely together as possible in a random pattern. Continue until your first layer is finished. Fill in any blank spots with more cones. Tie a pretty bow to hang.

Any of the choices above are good... but... instead of just using hot glue..combine it with a glue that works outdoors. Use the hot glue to hold in place until the other glue cures (I once did a really pretty pine cone wreath using just hot glue. and as soon as temperatures got above 85 degrees the glue got soft and all the pine cones fell off). Hot glue is also susceptible to very cold temps and can crack off (think of chewing gum and ice) again ruining your project.
As a tip for "arranging" your pine cones ..think in triangles. Also arrange the inner ring, and outer ring first with the wreath sitting flat to get coverage all the way to the back. Try clipping out the center of the pine cone leaving just the 2 bottom rings and put the very top in the center to make flowers.. also add dried pods or nuts (like acorns or Brazil nuts) to add interest... after it is all done, spray with a clear sealer... gloss adds a nice shine, to bring out the colors in the cones.
