You can use wood filler on nail holes. The best way to start a new hole is to use a drill bit, but a screw can be used.
Best filler I found is a broken off old farmers match, Or if you don' need matches, just a sliver of wood
Actually if your asking if you can fill then put screw in same spot the nail had been.... just get screws slightly thicker and longer than the nail used and screw them in to the spot no filler needed. It would be like you pre drilled. But keep in mind the deck needs to be in good shape no splitting in the top or base you are screwing into.
