Not knowing what it is made of porcelain metal cement or plastic I would recommend :
E6000 it works well the seal in air tight.I would recommenced Gorilla Glue but I don't know if it would work well on porcelain.

Can you tell us more about the birdbath and possibly include a picture? I don't think we are understanding "stay on".
