Tall stuff I can see in the back. Short stuff I need regularly in the front. That one shelf that you never really see unless you turn yourself into a pretzel? Holiday or specialty stuff I don't use regularly.
Place everything along the sides of the cabinet, leaving an open space in the middle so that you can see and reach what you need.
