You should definitely turn off the electricity. You can paint on a day when it's very sunny out or use something like a battery operated lantern.

You need the elec off. I wallpapered over an uncovered outlet and I used a razor blade to cut around it and touched something. I got a shock and it hurt.

Simply unscrew the two screws holding on the outlet/switch covers, take off covers, clean covers, then paint them. Let them dry completely before screwing them back on. For doing JUST THAT, you would not need to turn off the elec., unless you have kids. Just don't touch the wiring inside the outlet.

    The covers, right?

First, wash them. If you are very careful, you can leave them on the wall and then just carefully spray the cleaner on a rag and wipe. DON'T spray the outlet covers.

If you want to paint them, tape around them and paint away. Cover the outlets with tape as well or you'll be scraping.

Removing the covers is easy and you don't have to shut off the electricity if you are careful. Light switched usually have two screws and the outlets have one. Unscrew the screws and gently pry off the covers. Then wash, paint or replace.

New covers cost pennies! Easy to install using small screws that come with.

I have even painted to match walls.

You do not need to turn off the electricity. Unscrew the covers then clean and paint. Remount when dry. I have even used fabric and decoupage on mine for a floral look. Have fun.
