My hot water pump was not circulating hot water throughout the house.

A plumber told me that the outlet that it was plugged into was faulty. Can this occur because we had unplugged the water heater?

i doubt it. some outets may not have been grounded properly or mouse chewed. ocassionaly electrical surges happen and can take out appliences, had that happen after a very near by lighting strike

Did you tell the plumber you unplugged it?

Outlets do not last forever. Hubby has changed quite a few over the years when they quit working or started acting funky. Wouldn't hurt to have it replaced and see if that makes it work before you replace the unit.

Unplugging a hw shouldn't make it not work but if it wasn't properly filled up all the way could burn it out. Electric hw heaters are hard wired, not plugged into an outlet. I've replaced 3 by myself so I know what I'm talking about. You're lucky you didn't have a fire.
