I’m trying to read the wording at the top right corner but it’s just too blurry. Can you resend your question with any of the lettering (if you can see it too)? I had a board VERY similar to this but the pegs weren’t in a half circle (they ran parallel) and mine was called a “Bowmaster”. As you can surmise, it was for making ... bows.
Looks like a carved piece of wood with a dowel, and 4 wire pieces. Never seen anything like this before. Send a better picture, so Hometalk can figure out what it is.
