Is it non-stick, and it's burnt on? If it's non-stick wash with a paper towel and some dish soap. Rinse and let dry completely.

Soak the pan in the water to see if the cookie crumbs fell off. Then wash it.

If it is a real mess like the stove burner grease catchers get, there is an easy way to take care of it. Take your pan and put it into a plastic bag that is big enough to fit around the pan and can be tied closed. Put on a level surface where you can let it sit for 24 hours. In the middle of the pan, put a small dish of ammonia and seal bag. Be careful not to spill the ammonia, the fumes of the ammonia is what loosens the junk. After 24 hours, carefully remove dish and wipe off/wash the pan. If it is still stuck on, put it back in bag with dish of ammonia and check it again in 24 hours. Good luck.

How about a preventative measure to avoid the problem altogether. Parchment paper is a lifesaver.
