What can I use to fill peeling Melamine cabinet before painting?

I received a quote from a painter who said they use a special filler and would be able to paint over this with chalk paint? The price was higher than we could handle at this time and want to DIY. Does anyone know what the "special" filler could be?

Replace the door, much cheaper than professionally done.
Once the thermo foil starts to peel you are better off removing all of it from the door. No matter how careful you are you will never get it to stay glued. Use a heat gun on low to melt the glue and the thermo foil will peel right off.
