Hello! Here is one method called skim coating that has good results but takes a couple of coats. Check this out:

We had that in a room one time and I finally used the rough wall in bath to my advantage. I sponge painted it like a wall with a rectangular sponge. I used 3 tones of salmon, pink, and apricot. You could use any 3 similar-to-each-other colors to fit your decor to make a brick wall. I painted it 2/3 the way up and used the edge of the sponge to put a "cap" on the top of the wall. The upper 1/3 of the wall and ceiling I painted light blue. Then I took a paint brush from a water color kit and painted a winding vine across the top in green. (no not with water color paint, just the brush) To top it off, I finished with stencils of morning glory blooms on the vine. No one noticed the rough wall! They thought it was part of the decor after that!

Depending on how it was done originally. It was either done at time of construction as a design element by rolling a layer of sheetrock mud over the taped sheetrock, this causes a nearly rock hard surface. If it has been painted repeatedly it will not let a skim coat adhere. It is also impossible to sand it, in my experience anyway.
If it had texture added after sheetrock was finished and primed and hopefully painted once or twice, you may be able to remove. Although I am doubtful of the results.
My recommendation is remove existing wall board ( textured sheetrock ) and replace with new moisture resistant sheetrock. For a small room this is not much cost. If you are handy at DIY you may be able to do your own finishing as well.

I agree. New wall board will be so much easier and faster. It's also a great time to up grade anything that has to be moved, if your budget allows. Plus, it may not be safe to sand all that texture and put that kind of dust in the air.
