You have a bug infestation that is virtually impossible to get rid of. Remove the plants and put outside. Spray with bug spray the areas where the plants were. Take the plants out of their pots and drowning them in a bath of water. Keep cleaning the water and searching for all "powder" and webs. Scour the pots with vinegar and hot, hot water. Get new soil and re-pot. Spray plants with indoor plant bug spray and re-introduce inside. Spray every two weeks for a good two months. If they still come back, you'll need to destroy the plants.
