spring would be the best time and keep it watered if you don't get enough rain
Depends on where you live and how large/old the bush is. If you live in the south, you could probably go ahead and do it now and it might have time to get its roots settled in the ground. But if you don't live in the south you risk killing it with your first freeze. Good luck.
Wait until it and all shrubs and trees go dormant. This depends on where you are living. But do it before they start to sprout for spring.
