Call Homedepot and ask for the paint department, they'll be able to tell you exactly what you need to do. If they tell you sanding, you can rent an electric one on 1/2 day intervals, and it's cheap.
No. Sanding it or using liquid sand to soften the paint is the only way. The paint will peal off in sheets after drying as it has nothing to hold on to.
No. The paint will likely peel or scrap off easily. Take the time any lightly sand the surface with a fine sand paper. You don't need to remove the varnish, just scuff it up with minuscule scratches from the sand paper to help the paint stick.
