as long as they are clean and dry you can spray the gloss on them
Wait for what? Spray away!
Just wash, dry, and spray away. You don't need to wait. If the pumpkin is very smooth - you can gently sand with a very fine paper.
Make sure to clean them of dirt and debris, dry thoroughly and then gloss paint them.
