Yes, but you will have spaces between the tiles that will be uneven, collect dirt, and be a trip hazard. I think they make special tiles that lock and don't need grout...check with a company that specializes in doing floors
How would they stay in place other than the mortar? What about all the nooks and crannies to clean? I would not recommend it.
You can, but it's not ideal, especially for cleanliness.
Grout is used to go between the tiles for a smoother look and to help hold the tiles in place.

You definitely need grout. It holds the tiles together and creates a smooth surface,
