LEAKING RADIATOR VALVE

I have a constantly leaking Radiator valve, even without the Central heating on and both Valves shut !
I cannot find the system drain valve to allow me to possibly then change the valve, and there is only about 3 inches of 10 mm pipe coming up from under the floor boards to the Radiator Valve !
If there was more access I believe I could have fitted an in line shut off valve before the Radiator valve but this would involve a lot of work, and I am unemployed with 2 damaged Discs in my Spine, so grovelling about is not a good Idea and sadly I cannot afford a Plumber at the moment, and despite all the help I have given to my friends on their Cars and Houses it is at times like this you realise they are just "FAIR WEATHER FRIENDS "

Any easy sensible suggestions please !

    Check your local area for professionals that volunteer their time/labor for folks in your situation. Perhaps a good-hearted contractor would do the work for just the cost of materials if you explain your problem. Try advertising in your local paper for a volunteer that could help....or offer to barter some sort of service or goods....

    There should be a hex nut on the valve where the handle screws down. Try giving that a careful slight turn. Over time the packing compresses and loosens the sealing of the valve.
