Practically any kind you want... you don't usually wash lamp shades... a few very light coats of spray paint would work... use just on the outside, as some paints can be flammable... and use LED or low heat bulbs
I would not do it. I tries this once - really did not kike the result. Also made the shade so dark. If you are buying paint, may make sense to just buy a new shade. Also have you tried washing it yet. Wash with gentle laundry detergent like Woolite. Wash gently with your hands. Rinse and dry in the sun. This works well on silk and fabric shades wrapped on metal frames. On the cheaper shades with fabric glued down, does not work so well.
Hobby stores carry fabric paint. Be sure and cover completely, otherwise streaks will show when the light is switched on.
