    Fill any deep groves with a wood putty, sand smooth, then paint.

    Sand it with an electrician sanding machine you could rent from Homedepot or Lowe's on a 1/2 day basis, the cost is minimal. Sand it, brush any dust off, wipe with damp rag, let it dry completely. Paint with high gloss for the top coat. Clip dogs nails every 4-5 weeks.

    Others answered already but if it's your dog that is a cause of the damage and it's going to continu, it's in your interest to cover it with something hard such as aluminum plaque or plexiglass after painting

    You could glue some laminate to the windowsill......we did it in a rental house, easily wipeable from animals, plants.
