A dog would be good if it can stay out all the time. Try spraying the plants they are destroying with hot sauce. If they are digging in the garden, try it there too. It will have to be renewed if it rains, or really heavy dew, or if it has been a while. You could also put down red pepper flakes or cayenne powder down on the dirt or mulch.

Catch the cat and hand deliver to its owner with a concerned look about traffic and a request to keep it indoors, maybe mention how some plants can make cats ill, etc. Next time, drop it off at animal control. If the owner really loves it, the fine should convince the owner safe inside the house is cheaper.
