Filling in back yard to prevent runoff from road

The City built a bike path in the rear of my back yard about 5 years ago. Each year the rain runoff comes further into my yard - now about 15'. This year with Hurricane Irma and following weeks of rain, I have standing water across the perimeter of my yard. I have empty lots on each side , which are also covered in water. My neighbors also have water and City will do nothing. I have lost several in-ground plants due to being under 2" of water. What is the best way to build up my land to keep water out and what sort of ground cover should I use. I'm not in a financial bracket where I can hire a professional and I'm a single senior woman not afraid of hard work. As I am writing, heavy rains are coming down so it will be awhile before area dries out. I live in Northern, East Coast Florida...
