    the other way , is to get someone to do it for you. OR Run elastic all the way around the back half of the trouser waist, by threading it through the waist band. securing it at on end first and securing other side when elastic is tight enough.

    you have to remove the waist band completely, unpick the edge that doesn't have the button hole, trim the excess leaving 5/8" extra. Resew that edge right sides together with 5/8" seam, turn right side out and press. This can now be put back on the garment. You may find that the garment now has to have a dart (or two) put in at the upper edge to get it to fit to the smaller waistband

    Open up the waistband seam (on both sides if there is a zipper). Attach a piece of elastic the width of the waistband underneath the fabric about 1" shorter than the length you need. Close the waistband. The elastic should tighten it without being obvious. The other answer is to have a tailor do it. Should not be an expensive job.
