Try Cotton Wool bud dipped in Nail varnish remover.

Freezing the trousers will make the varnish brittle. You can then "hammer" it off. It may have left a stain on the pants, it so you may need to dye them.

Thanks all! I'll try the freezing method first, then hunker.com. I might try the nail varnish if the previous hadn't worked. Finally I will apply Itsmemic's advice if all else failed. But hopefully not. The trousers might end up as paint or gardening trousers...
