We had an electric panel in the den of our town home and I bought a small striped rug with earth tones , sewed a seam at the top, put a small stained wood dowel through it and tied some twine on each end to make a hanger and that covered the ugly panel box. Depending on your taste you could make one out of your choice of fabric, or possibly a frame with some burlap in it and your initial.

After Superstorm Sandy, we had to put our electrical panel in our living room, not pretty. We had an old wooden kitchen cabinet and cut off the back and some depth off the sides so it would fit over the panel, but not stick out too much. We sanded and painted the same color as the walls, and put a pretty knob on it to open it.
1. Wall paper the wall and wall paper the cover of the panel
2. Put a frame around it and glue a picture on the panel
Remember you can't cover up an electrical panel by code with anything permanent.
