Need to know what kind of wall.

Sarah is correct. Let's assume that you are talking drywall. Filling in the hole with joint compound is not a good solution. It will be too weak to hold a towel bar. Your hardware store will have a kit to repair drywall that includes a metal or fiberglass screen that will add that structural strength back to the wall. Take your time with it and follow the directions. Might take several applications over several days to feather out the patch and sand so it's no longer noticeable.

When you are done you will have to drill a new hole for the anchor, but as you have found it is always better if you can anchor the towel bar to a wall stud.

sounds like drywall. If the hole is not really big you can use toothpaste to fill the hole. Let it dry and make sure the hole is really filled. Put in the dry screws with the expandable plastic. This can be done before the toothpaste dries. Do not place the towel bar on until at least 24-48 hrs later.

Or you may reinforce it with a piece of wood. Put the wood either behind the wall or use a strip of wood as decoration. Attach towel bar to the strip of wood instead to the wall.
