I would rather try Rosecare at least every second week (as soon as the leaves start appearing again), because the soap and water didn't help mine either.
your roses will come back. Its fall now so I'd wait till the frost then prune them back. Next year when the bugs come, use Castile soap, not dishwashing soap. 4-6 tbls soap to quart of water. Unfortunately insecticide soap only kills bugs on contact, so you need to spray every time you see them, even under the leave. Look for a systemic bug spray. IT WILL KILL THE LITTLE BUGGERS WHEN THEY NIBBLE.
roses dont like their leaves sprayed with water...causes mildew. they need
water at roots. there is a powder you can put on leaves. ask at a plant nursery.
