I have a water spot on my ceiling I have painted it but its there yet

    Been told that Shellac will seal the water stain. Let dry completely then repair ceiling.

    did you use a stain blocking primer first?

    Have you checked to see where it is coming from. You might have a small leak above. Painting with Kilz will help

    you might have a roof leak , but people here would need more info . Flat or pitched roof maybe even a picture

    The water spot is either not completely dry, or more likely, so badly stained, you need to replace the area with drywall (the whole procedure with taping the edges, skim coat of plaster, sanding in between coats). This has to dry completely before painting with the color of choice.

    I just primed mine and it was still there. I painted overtop and then it disappeared. Try priming first then painting.

    yes, or polyurethane would do the same.
