You could use paint remover but it would probably be less expensive to buy a new brush and take care of it next time. I don't think that you will find a pantry staples concoction that will cut hardened latex paint.
Throw it in the garbage!
Soak your paintbrush in straight white distilled vinegar. I have not tried this, only read about it, so I can't guarantee the results

If acrylic or watercolor, soak in warm soapy water. If oil, there’s a brush cleaner solvent in any craft or art store. (Michael’s, AC Moore, Jerry’s Artarama.com)
