Free standing plant stands that you can tier can be started with 2x4's, 4x4's, concrete blocks, bricks, whatever you have that is sturdy to hold the weight of the full pots with soil, plants and water. You can them mount shelves of the width and length you want at the heights you want by adding to the back a higher level, etc. You weren't very specific on what size you wanted, or what size and how many pots you want to use. If you plan on mounting the shelves on the walls, you can't have very large plants unless you specifically mount on studs at each level to make sure the plants don't end up on the floor or furniture.
This will get you started and you will see there are many videos on the subject. Happy building!

We have a blower/leaf vacuum. One of the best things we ever purchased. Blow the leaves in a pile, then vacuum them up, it also chews them up into tiny pieces that you can put around your flowers for the winter or in your compost pile.
