Paint first with a good primer, then you can wallpaper or paint with any color you desire. You can also panel the wall if it's in too bad of condition to work with.
Don't paint any kind of paint on soiled walls. Wash the walls first. Paint won't hold on dirt.
Clean walls as best you can, put a good coat of primer on them, you can get the primer tinted to match your paint, then a couple coats of paint should do the trick.
sand down and you shouldnt have a problem!
